When we give advice, we often say "you should do this". Sometimes we say "I would do this," which has a very different feeling. More testimony than advice.
A prompting is God saying, "this is what I would do".
And after we receive this, then we get to choose to follow Him or not. Although it's simple, the act of choosing obedience to a prompting is not a small thing. Because every time we choose His way and set aside our will in favor of His, we are - to some degree - permanently transformed to be more like Him.
UPDATE: Also, "being transformed to be more like Him" is what is meant by "the enabling power of the Atonement of Jesus Christ".
